They are designed to hold earplugs in for people who have tubes in their ears to prevent lake water from getting in and causing infections. I bought one to hold in an earplug when I ruptured my eardrum, but now I wear it without the earplug even after my ear has healed because it should prevent another eardrum blowout by mostly eliminating any hydraulic pressure against the eardrum in the event of slamming the side of my head on the water. Some wakeboarders wear helmets with ear flaps for the same reason.
