could i put the mastercraft swivel board racks on an 01 xstar or would i not be able to mount them to my to my tower?

They are made specifically for the newer towers. So, no. You will have to find something in the aftermarket.

You could modify them to work. some guy on here put the new mastercraft racks on his Supra.

Not to my knowledge, at least for any reasonable amount of money. I would look aftermarket.
