prop slip vs. tranny slip How to tell?

I have an 04 tige 24v with pcm 330 with pcm trans 537 acme prop with 1250 ballast in rear drivers side locker
when surfing it feals like a trans slip but is only doing it in rough choppy water. i could not get it to do it in calm water yet
so would this be considered prop slip or cavitation?

probably cavitation.

but- since you are leaning the boat over a low fluid condition could cause it to slip while it bounces around in the choppy water

check fluid level-keep full

Sounds like cavitation but I run my motor and trans oil a tad over full because of the extreme angle of the engine when surfing..
