Pro 60's crackling sound on low Volume???

So when the main volume is low, the pro 60 on the right is making a white noise, buzzing sound. It totally clears up after the volume is turned up to higher volumes. Is this fixable?

Setup:
Pro 60's powered by 250w each
Alpine hu
Clarion EQ
Stock inboats

what amp is powering the PR-60's?

Sounds like it could be under powered, they tend to crackle when underpowered at low volume. Could also simply be interference in the speaker line, bad shielding etc...

If the speaker had an intermittent connection, for example in the connection between the solid voice coil wire and the stranded tinsel lead, then the speaker could radiply turn on and off twice with each cycle. However, you may not hear this as a rapid on/off but could perceive this as noise just like you can't see a light bulb alternating without a strobe. And, it's possible that either the condition or the degree of audibility could change with amplitude. It might explain a slight buzz but it wouldn't explain white noise. So, this may be an issue upstream in the signal path.
Reverse the left and right speakers at the amplifier terminal. If it shifts to the opposite side then it's in the electronics. Next, use the same approach with the amplifier input RCAs. Keep moving backwards until you have isolated the true cause.

thanks for the input guys. I guess its not a white noise type sound but its definitely a buzzing. The speakers also pop or make a funny noise when turning the boat on after the stereo has been playing with the engine off. Is this due to having just 1 battery and everything being connected to that?

Sounds like your speakers are clipping, that one batteries isn't enough to power everything, your amps are trying to pull the power but it's just not there.

Update

So I have figured out that the noise is not just occuring at low volume but also at higher volumes. It is tougher to hear the buzzing/crackling because the rest of the system is loud. It sounds almost like a blown speaker?? Could it be?

Also, could the fact that I only have one battery cause this? Seems logical that it could not be enough power. Please help again great folks of WW.

A blown speaker from either a mechanical or electrical failure would normally sound progressively worse as you increase the volume. And a blown speaker would generally make foriegn noises in time with the demands of the program material. If the noise is random then you have to look closer at the electronics.
