I'm going to give the standard answer that I give to anybody asking for a "new" section on the discussion board.

Although it sounds glamorous to dedicate a separate topic to a particular subject, it usually ends up getting your subject less exposure. If you take your subject out of a topic with lots of traffic and put it into a topic with little or no traffic, you just shot yourself in the foot.

The only reason we create a new topic is because we have so much conversation dedicated to a particular topic, that it is cluttering up the current topic and both topics would benefit by having the subjects separated.

In your case, conversation about lake rules and laws is a great topic in which many people would like to participate. However, most of those people would not be inclined to go look in a separate topic for that information. The last thing I want to do it have to look in several different areas each day to find information in which I'm interested.

Obviously, if this subject gets huge and warrants its own topic some day, we would certainly break it out. However, I don't see that happening any time soon.

Hope that makes some sense.
