how big is the difference between these speakers?

The PRO 60 is our 6.5 inch HLCD Proaxial (horn loaded compression driver) It has a compression driver piggy backed to the back of the mid bass driver.
The XST-650 is a 6.5 inch marine component style coaxial. With a 1 inch titanium tweeter grille mounted.

Both share the same housing so size is the same. Output is the difference. PRO 60 is going to be when you are looking for a speaker that can reach wakeboard length. XST-650 is going to be for wakesurf or in and around the boat.

What are you goals with the tower speakers?

mainly in and around the boat, but reaching the rider would be a welcome plus, I basically have only 2 speakers in the boat right now (polk db-651) and want to add some tower speakers and amp and possibly switch out the polks for better speakers.
