Throttle issues

I have a few throttle issues going on and will try to make this as simple as possible. I have an intermittent problem where the throttle binds at about halfway. The throttle normally moves freely and will move freely rear of the bind when it catches. Should I oil the cable, install a new line or do you think its just catching on something? Any suggestions on how to find where it is binding?

Normally my fix involves turning off the ignition and working the throttle. Here is where my second issue comes into play. If I push the throttle too far forward, it puts slack in the line at the perfect pass which causes a lack of power. PP suggested installing a throttle stop. Where can I get one and how are they installed.

I have a 03 Nautique, but I assume most cable driven throttle systems operate the same.
