If you are not sure if you want the sacs. Try people first. Have four or five extra people in the boat, and move them around to see if the wake improves, and if the boat can handle it.
I have a freind who has a Chaparel, and he has a 350 engine. He has plenty of power, so the boat could handle it. To modify the wake start adding weight to the back of the boat. when it is hard to get on a plane, add some to the middle, and see how the wake is. Should be just right.

i have a 5.7 volva penta with sx drive so it has the power, alot of the time on the boat it 3 or 4 of us only with 1 guy rideing that leaves ony 2 of us in the boat , so i should weight the back of the boat first should i trim it so it brings the bow down or ride with it in the air a little
That I dont know. I used to wakeboard behind my carolina skiff ( no wake ), Now I have an inboard. I would play with the trim, and watch the wake. If using people, you will need close to what the boats limit is, to see a respectable wake.
