I think you can at any international airport...but maybe only when u get to manila...

i just used ATMs - had a better deal through my bank that way. there're ATMs most places, including Manila airport when you arrive. There's also a couple of banks at the airport that will change money.

see if you can get some small denominations for tipping too. 20php is reasonable for most things, though we tipped the massage therapists at CWC 100php - they work really hard for stuff all...

there is a load of ATMs in Naga city which is just down the road from CWC complex and there is also a money exchange place in the mall in Naga!
