I run a DMV in Missouri and it is against most privacy policies to give out any info over the phone as well as any info in person to someone who is not on a title.

Tim

Many states do not title boats and therefore do not register lien's against the boat. Tennessee is one of those states. Registration is on the boat but there is no title or lein registration. There is a movement being sponsored by NMMA to have all states require a title. I think you're going to have a hard time finding that info.

In california DMV will tell you if it has a lien or not. Problem is if it does they will not give you any info about the lien. So you would have to contact the owner at the time of the lien.
