When someone says "I ride at 70'", does that include 5 feet for the handle...or does that suggest that their mainline is 70' and with the handle they are actually riding at 75'?

Most count handle. I ride at 75',70'line+ 5' handle.

Out here we typically ride 80-87' total with handle

Most ropes sold in the last year are 75', plus the hanlde is another 5. I've added an additional 5' section and ride at 85'. I ride the longest of our crew and I can deffinately notice a difference.
